COLUMBIANA — A new beauty salon was approved for the former location of Vivian’s Antiques on South Main Street, but the owner of a small parcel of industrial zoned property on Fairfield Avenue still has no answers for utilizing his property.
Speaking on behalf of her partner Heidi Hostetter, Jessica Rohm told the Columbiana Planning Commission about their plans for opening a booth rental salon at 20 S. Main St. Rohm said they are very excited about being right on Main Street and will offer hair, nail and skin services.
They have already had people in looking at any updates needed for the plumbing, electric and other needs for a salon. Both currently work in other salons with Hostetter working in a booth similar to what they will be operating. Rohm said she is a fourth-generation business owner.
The facility will be 3,500 square feet with room for 12 to 16 stylists to provide services. While Rohm admits the plan is ambitious, she believes there is a need for hair salons in Columbiana with not enough salons to currently serve the population size of the city.
The planning commission unanimously approved the plan, and unanimously voted against a proposal to place a storage facility on a .17-acre property near the railroad tracks. Tucker Cope Jr. pointed out in order to construct what Erik Liber wants to build the lot size should be a whole acre and 150 feet wide, while this is only 50 feet wide.
The board all concurred the property is way to small to do what Liber wants to do. Liber explained when he purchased the property it was already industrial zoned, but there was a home on it and he used the home as a rental up until three years ago when the house caught fire and had to be torn down.
Because of the industrial zoning he cannot rebuild a house on the site. The small size of the property, as well as the zoning code spending restriction, it does not leave him with many options. He can still apply to the board of zoning appeals for a variance.
Before adjourning, the Chairman Rick Noel said he would like the public to understand the need to bring their proposed projects to Zoning Inspector August Cerrone a week before the planning commission meeting. In light of something that happened a few meetings ago, where the board was asked to rush something through, Noel pointed out for the board to do its due diligence before making a decision, it is important to give them a few days to review the proposal ahead of time.
Cope noted they were recently asked to rush something and even called a special meeting. However, after being approved, no footers appear to have even been dug to start the project yet, according to Cope.
